The TRICARE Extended Care Health Option (ECHO) program provides financial assistance for a set of services and supplies not available through the basic TRICARE program. This is only available to active duty family members with qualifying conditions, such as Autism Spectrum Disorder (ASD), serious physical disability, moderate to severe intellectual disability, multiple disabilities affecting separate body systems, extraordinary physical/psychological conditions rendering the beneficiary homebound, and diagnosis of a neuromuscular developmental condition or other condition in an infant or toddler that is expected to precede a diagnosis of moderate to severe intellectual disability or serious physical disability1.
To enroll in ECHO, qualified beneficiaries must enroll in the Exceptional Family Member Program (EFMP) through the sponsor’s branch of service and submit confirmation of EFMP enrollment and verification of a qualifying diagnosis1.
As for the coverage of diapers, personal incontinence supplies such as diapers that support skin integrity and prevent deterioration of skin due to incontinence may be cost-shared as medical supplies for ECHO beneficiaries age three and older who are incontinent as a result of spinal, neurologic, and/or mobility issues, subject to all other applicable ECHO requirements2.
There are no enrollment fees for the ECHO program, but beneficiaries must pay part of the monthly expenses for authorized ECHO benefits. The monthly cost-share is based on the sponsor’s pay grade and is only charged if ECHO benefits are used during that calendar month.

- Family members who are covered under the Transitional Assistance Management Program
- Children or spouses of former service members who are victims of abuse and qualify for the Transitional Compensation Program
- Family members of deceased active duty sponsors while they are considered “transitional survivors.”
- In certain cases, children may remain eligible for ECHO beyond the usual age limits. If you or your provider believes a qualifying condition exists, talk to a case manager or with your regional contractor to determine eligibility for ECHO benefits
While all ECHO benefits must be pre-approved, they include some of the following services:
- Training
- Rehabilitation
- Special education
- Assistive technology devices
- Institutional care in private nonprofit, public and state facilities (may include transport to and from)
- Home health care
- Respite care for the primary caregiver
- Incontinence supplies (diapers)
Active duty sponsors with family members seeking ECHO registration must enroll in their service’s Exceptional Family Member Program (EFMP), unless waived in specific situations, and register for ECHO with International SOS Government Services, Inc. to be eligible for ECHO benefits.
To enroll in the ECHO program, you must complete and submit the following three (3) forms, along with your EFMP Certification Letter:
- TOP Extended Care Health Option (ECHO) Registration Form
- DD Form 2792: Family Member Medical Summary
- DD Form 2792-1: Exceptional Family Member Special Education / Early Intervention Summary
